By 2025, China plans to make the Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta into world-class international airport groups, increasing the competitiveness of Beijing, Shanghai and Guangzhou airports. Ten cities will become international hubs, including Shenzhen, Chongqing, Xi'an, Urumqi, Harbin. Also add 136 airports to improve regional coverage across the nation. The first wave of projects will expand or build facilities in many third-tier cities such as Wenzhou.
By 2020, the country aims to have 260 airports and by 2025, 370 airports for civilian use.
